The holiday began as Washington's Birthday, a day off for federal offices in the capital in 1879 and across the country in 1885, held on February 22. The Uniform Monday Holiday Act, which took effect in 1971, moved it to the third Monday of the month. That Monday always falls between the 15th and the 21st, so the holiday never lands on Washington's real birthday, and its official federal name is still Washington's Birthday.
Lincoln's birthday, February 12, was never a federal holiday, though many states kept it, and the shared Monday is why most calendars now say Presidents Day. The cherry tree story came from Mason Locke Weems, who added it to his biography of Washington in 1806. Lincoln has been on the penny since 1909, the hundredth year after his birth, and Washington on the quarter since 1932.
