The deadliest natural disaster in American history was the hurricane that struck Galveston, Texas, on September 8, 1900. The island city stood less than nine feet above the sea, and the storm surge drowned at least 6,000 people. Galveston then built a seawall and pumped in sand to raise the level of the whole city, lifting houses and churches on jacks. In 2005 Hurricane Katrina broke the levees of New Orleans and flooded about eighty percent of the city.
Most hurricane deaths come from water rather than wind: the storm surge pushed ashore and the flooding rain that follows. That is why the warnings tell people on the coast to leave and people inland to get to high ground. Clara Barton founded the American Red Cross in 1881 after nursing soldiers in the Civil War, and the Federal Emergency Management Agency, FEMA, was created in 1979 to pull disaster relief into one office.
